Meet our Executive Leaders!

Our Executive Leadership serves on a one year term with elections held at the end of the year.  Leaders are nominated and confirmed by membership vote.  The duties and responsibilities to the committee are performed in conjunction with their normal job assignments.

AIANCOAC Chair - CDR Bernard Long:

CDR Bernard N. Long (Lower Brule Sioux Tribe) is the Chair of the AI/ANCOAC.  He is currently stationed at the Ft Thompson Health Center in South Dakota.  CDR Long is the first Physical Therapist to serve the Indian Health Service as a recipient of the 94-437 Indian Health Scholarship.  Bernard Graduated from the University of North Dakota’s Physical Therapy program and the Indians into Medicine (INMED) in 1983.  CDR Long began his career with the White Mountain Apache Reservation and was later stationed in the Billings Area.  However, Bernard has served the Aberdeen Area for nearly 20 years.  CDR Long has occupied positions as a Physical Therapist, Clinical Services Director, Gerontological Program Officer, Physician Recruiter, Commissioned Corp Liaison Officer, Director of Community Service, and Chief Executive Officer .  CDR Long has served on several National Committees, including the IHS Strategic Planning Committee, the Directors Executive Leadership Committee, Information Systems Advisory Committee and the National Business Office Committee.  Bernard was selected by his CEO peers to represent and Chair several Regional and National Committees.  CDR Long has provided many community services over the years. He has coached soccer, track, football and Odyssey of the Mind.   Bernard, Dianne and their three daughters have a small ranch with cattle, arabian horses trained for endurance racing and exotic chickens.  Bernard assists his wife, owner of Longstar Kennels, train service dogs for children with autism and diabetic alert dogs.  Please feel free to contact him at bernard.long @ihs.gov or (605) 245-1529.

AIANCOAC Treasurer - LT Shannon Beyale: (Navajo) is the Treasurer of the AI/ANCOAC.  She is currently stationed at the Phoenix Area Indian Health Service office in Phoenix, AZ.  LT Beyale is the Health Promotion Coordinator and Health Education Consultant for Phoenix Area.  Shannon received her undergraduate degree from the Northern Arizona University in microbiology and her graduate degree from University of Arizona in Public Health. LT Beyale began her career with the USPHS Commissioned Corps at the Phoenix Indian Medical Center as a program planner within the division of planning.  LT Beyale has also served on several National Committees, including the National IHS Health Summit Planning Committee.  Currently, LT Beyale serves on the National Prevention Task Force, Phoenix Area ICS as liaison officer and on the Phoenix Area Improvement Support Team.   LT Beyale is an advocate of increasing physical activity in AI/AN communities through the Physical Activity Kit (PAK).  PAK: Staying on the Active Path in Native Communities refines an effective and efficient method to package, implement, evaluate and disseminate culturally appropriate physical activity.  The primary goal of the PAK is to increase the time spent in moderate to vigorous physical activity (MVPA).  LT Beyale enjoys outdoor activities such as running, biking and hiking.  Please feel free to contact her at shannon.beyale@ihs.gov or (602) 364-5155.

LCDR Bonnie LaFramboise- Secretary of the AI/ANCOAC

LCDR Bonnie J. LaFromboise (Turtle Mountain Chippewa Tribe) is currently stationed on the Fond du Lac (FDL) Reservation near Cloquet, Minnesota.  LCDR LaFromboise is a Public Health Nurse.  She received a Bachelors of Science in Nursing degree from the University of North Dakota in 1991.  After graduating Bonnie worked at the Red Lake Indian Hospital in Northern Minnesota for 2 years.  Bonnie has served the Bemidji Area for 19 years.  LCDR LaFromboise has worked in many different areas of health promotion and some include diabetes and heart disease prevention, maternal child health, adolescent health, Fetal Alcohol Spectrum Disorder, chemical dependency and codependency.  Currently she supervises programs and staff in emergency preparedness, maternal child health, cancer and cancer prevention, WIC, CTC, immunizations and caregivers program.  LCDR LaFromboise has always enjoyed teaching young people and as part of her work she continually provides presentations to students in the local schools.  For the last 5 years she has assisted numerous college nursing students in completing their public health requirements by supervising their rotation through the FDL Public Health Nursing Department.  In the past she has worked with Minnesota Department of Health (MDH) staff on health issues including a heart disease prevention initiative and WOLF project.  Currently she is working with MDH on Infant mortality and racism in health care.  Holistic health has always been important to her and she implements this way of wellness in all that she does on the job and in her personal life.  LCDR LaFromboise is the mother of 3 sons and 1 daughter.  She has one grandson.  Bonnie enjoys learning about traditional ways, being a member of the Oshkii Giizhik (New Day) woman’s hand drum group, and being physically active.  Please feel free to contact her at bonnielafromboise@fdlrez.com or (218) 878-2132.
